"Mandatory Service"
For some reason, John Kerry removed this from his website.

As part of his 100 day plan to change America, John Kerry will propose a comprehensive service plan that includes requiring mandatory service for high school students and four years of college tuition in exchange for two years of national service.

Since 9/11, The democrats have proposed several bills to re-institute the draft. The GOP has opposed these and prevented them from being seriously considered. John Kerry is now accusing the GOP of secretly re-instituring the draft after the election. I am afraid he has it backwards.
